Shumsher, Juddha Jung Bahadur Rana was born on April 19, 1875, to Dhir Shumsher Rana and Juhar Kumari Devi at the Narayanhiti Palace in Durbar Marg, Kathmandu. Rana was born into a wealthy Hindu Chhetri family; his mother came from a Kangra-based Rajput family of distinction, and his father, Dhir Shamsher, was the youngest brother of Jung Bahadur Rana, who founded the Rana dynasty. During his Annaprashana ceremony, which commemorates the first time a baby consumes food other than milk, Jung Bahadur promoted him to colonel. When Dhir Shumsher, his father, passed away when he was nine years old, his brothers took care of him.

Juddha's older brother Bir Shumsher was made prime minister of Nepal following the 1885 coup d'état, and Juddha was promoted to general and given a salary of 21,000 Nepalese rupees (NPR). At the age of 12, Rana was enrolled in a school, but he had to discontinue his studies because of his failing health. He shared a residence with Bhim Shumsher at that time, who also carried out his Upanayana ceremony. He married Padma Kumari Devi of Gulmi in 1888.
